Preferential Declaration of Origin
Shipping abroad to a country that adheres to the European Preferential Agreements, in the case of goods of preferential community origin, allows access to a preferential taxation regime by indicating the Preferential Origin Declaration in the Commercial or Proforma Invoice.
Origin Declaration
The exporter of the products covered by this document (Customs authorization No…1) declares that, except where otherwise clearly indicated, these products are of EU preferential origin according to the rules of origin of the Generalised System of Preferences of the European Community.

Substitute Declaration or Mandate for Issuance of EUR1
If the value of the goods exceeds a certain amount, it is mandatory, in addition to the Preferential Origin Declaration, to provide the appointed express courier with a mandate for the issuance of the EUR1 certificate.
Goods up to 6000.00 euros in value
Shipments with a value not exceeding 6000.00 euros must simply include the Preferential Origin Declaration in the Commercial or Proforma Invoice.
This statement is defined as a substitute declaration because it effectively allows access to the preferential taxation regime without the issuance of the EUR1 certificate.
Of course, within the EU, various preferential agreements are in effect. For specific cases, contact your local Chamber of Commerce, which can provide the required documentation.
Goods over 6000.00 euros in value
Shipments with a value exceeding 6000.00 euros, in addition to including the Preferential Origin Declaration in the commercial or proforma invoice, will have the appointed express courier issue the EUR1 preferential treatment certificate under the following conditions:
- That the Preferential Origin Declaration is present in the Commercial or Proforma Invoice
- That a mandate for the issuance of the EUR1 certificate is provided.
The mandate for the issuance of the EUR1 certificate can be granted to the express courier by signing the Free Export Declaration.
Attention: the limit value of 6000.00 euros may vary for certain specific countries.
